2009 HARLAN COUNTY POKE SALLET FESTIVAL

VENDOR RULES

GENERAL

1.    Vendor spaces are 10 ft. x 10 ft. If you need space that is not a multiple of ten, you must purchase the next whole space. (Example: need 24 ft.—must purchase 3 spaces.) Additional space cannot be purchased upon arrival at the festival. All vendor spaces are assigned by the Steering Committee.

 2.     Unless already in our files, a photo of the booth or trailer must accompany each application. If a photo of your booth or trailer is not included, your application will be rejected and your money refunded.

 3.    All vendors will be located on asphalt or concrete surfaces. No holes may be drilled to anchor tents. Please bring appropriate weights to secure tents.

 4.     Vendor set-up will be Thursday, June 4 and will be staggered to improve traffic flow. You will be notified by e-mail of your set-up time. Please make sure your e-mail address is legible. You will not be allowed to enter the festival area prior to your assigned time! Please park in the city parking lot (Clover Street entrance) and await your assignment. Do not park in the festival areal the night before.

 5.    The festival will be open to the public on Thursday 5 p.m.—11:30 p.m., Friday & Saturday 10 a.m.—11:30 p.m. No vendor may break down prior to the close of the festival.  All vendors must vacate by 6 p.m. Sunday morning.

 6.    Vendors will not be allowed to sell soft drinks or water. These items will be sold exclusively by the Poke Sallet Festival Steering Committee. Any other vendor found selling these items will be asked to leave the festival. Vendors may sell non-carbonated drinks other than water.

7.    No parking will be allowed in the festival area after set-up. Vendors may briefly bring vehicles into the festival area between midnight and 8 a.m. for restocking purposes only. Emergency lanes must be kept open at all times.
 

8.    Vendor parking for the entire festival in the adjacent lot is subject to availability at a cost of $20 per individual parking spaces used. These fees will be collected by the festival staff upon your arrival. Do not send your parking fee with your application. Vendors must display their parking permits in the front window to avoid towing.
 

9.    All vendors are required to keep their spaces clean and free of trash. Vendors must supply their own garbage bags and cans and are responsible for taking their garbage to the provided dumpsters. The street containers are for the use of the public only!!!

 

10.  Electrical and water hook-ups are limited. If either is required, the specific requirements must be included in the application. Specify 110 or 220 volts, the amperage, and the number of outlets needed. We have two 100-amp services by the stage. There are a limited number of 50-amp services flanking the stage. The remaining are 20-amp circuits. Please list each piece of equipment requiring electricity. Our goal is to provide adequate service to everyone and avoid loss of power.

 11.  Due to the possibility of a lengthy run between the electrical supply and the vendor, at least a 12 gauge (yellow) extension cord must be used. Some vendors may need a 10 gauge (blue) cord. All power sources are GFI circuits. A three prong plug must be used for 20-amp service. In order to limit disruptions in power, your outlet(s) will be assigned.

 12.   Due to our limited power supply, we are unable to provide electricity for living quarters (truck or trailer). RV parking is available at several locations within eight miles of the festival. See www.harlanfestivals.com for information. We can provide limited power for refrigerated food trucks on a first-come, first-served basis. Please specify your need on the application.

 13.  The Steering Committee reserves the right to dismiss vendors for illegal or unruly behavior at any time during the festival. No refund will be given.

 14.  Merchandise must be acceptable to the general public. A complete list of merchandise must be submitted with the vendor application.

The following activities are prohibited:

a.    Sale of any type of projectile (including toys).

b.    Sale of knives or any other type of weapon.

c.    Sale or display of lewd or obscene materials.

d.    Sale of drug paraphernalia.

e.    Display of Confederate flags.

 

15.  There will be no roving sales or “giveaways.”

16.  Vendors may not play music without prior approval by the Steering Committee.
 

17.  All vendors must have a Kentucky Sales Tax Permit available upon the request of state inspectors.

 

CRAFT VENDORS

  1. Craft vendors may sell only hand-crafted items.
     
  1. Craft vendors may choose to set up outdoors (regular festival hours) or inside the Harlan Center (open Friday and Saturday only from 10 a.m. until 7 p.m.). The registration fee is the same for each.

 


RULES SPECIFIC TO FOOD VENDORS  

  1.  The Poke Sallet Committee will limit the number of like food booths to insure variety. Vendors must submit a complete menu (with prices) with the application. Vendors will be notified if certain items are not accepted. The vendor may request a refund if he/she chooses not to participate because of the menu limitation. This request must be made within two weeks of notification.

2.    Vendors will not be allowed to sell soft drinks or water. These items will be sold by the Poke Sallet Festival Steering Committee. Any vendor found selling these items will be asked to leave the festival. 

  1. A Food Service Card ($5) and Permit ($30) must be acquired from the Harlan County Health Dept. prior to the festival. Vendors must comply with all rules and regulations of the Health Dept. A summary of requirements is on the back of this sheet.
     
  1. The Harlan County Food Inspector will monitor vendors throughout the festival and has the authority to close down any vendor in violation of regulations. No refunds will be given.
     
  1. The vendor is solely responsible for the safety and quality of food sold.
     
  1. Cold foods must be continuously maintained at 45 degrees Fahrenheit or below. Hot foods must be continuously maintained at 140 degrees Fahrenheit or above.
     
  1. All food must be served from enclosed trailers or screened tents.
     
  1. Grills or other cooking devices must be barricaded from public access by at least 4 ft. in any direction. This requirement must be considered in calculating the space needed.
     
  1. All cooking grease must be disposed of in closed containers provided by the vendors. Vendors dumping grease into the city sewer drains will be fined and barred from future festivals.
     
  1. Vendors must provide and use mats under their grills to keep grease from damaging the pavement.
     
  1. Food vendors (commercial & non-profits) must submit proof of liability insurance with the application and have a copy available for inspection during the festival.
